Sometimes the sign of good leadership is an ability to see challenges as opportunities rather than roadblocks to success. Case in point: telework. It can be tempting as a manager to assume that workers who are not present are not productive. One agency head recently told one of my colleagues: “People come to the office and do nothing. I want those kinds of employees inconvenienced by having to come into the office. I don’t want them working in the comfort of their homes.”

The House bill should have made it a no-brainer. You’d think the staggering costs of lost productivity from federal workers during this Winter’s snowstorms–estimated by the government’s own bean counters at $71 million a day–would wake lawmakers up to the need for a trained teleworkforce. Apparently, at least in the House, those memories melted along with the ice.

Teleworking — working remotely at least one day a week– is on the rise. It is driven by companies desperate to cut costs with a new emphasis on the green movement and the increasing availability of a high-speed Internet connection. Today, more than 34 million U.S. adults telecommute at least occasionally and that number is expected to swell to 63 million — or 43 per cent of U.S. workers — by 2016.

Teleworking, of course, is a key factor in flexible work arrangements. But although everyone seems to agree that it is a good thing, implementing it is another story. Foley cited 2008 survey data indicating that 49 percent of federal agencies report “management resistance remains a major barrier to telework.” Almost a third said computer security and funding for information technology “each are significant barriers to the use of telework.”
